Senior Marketing & Proposal Manager

 

Position Summary

The Senior Marketing & Proposal Manager will be responsible for leading marketing initiatives, overseeing proposal development, and driving business growth through compelling brand positioning and winning proposal submissions. This individual will participate in the development and delivery of complete, responsive, high-quality and on-time proposal and qualification packages for prospective business opportunities. This role combines leadership in marketing strategy, content development, business development support, and proposal management for competitive pursuits.

The ideal candidate is an exceptional communicator with strong project management skills, experience managing cross-functional teams, and a proven track record of developing successful proposals and marketing campaigns. This person should be a self-starter with a positive attitude and the ability to work effectively both independently and as part of a team.

 

Position Details

  • Reports to: Director, Marketing & Proposals

  • Location: Houston, TX

  • Position Type: Regular Full-Time

  • FLSA Status: Exempt

  • Pay: Salary

  • Compensation: $110,000

  • Travel: 10%

 

Essential Job Functions

Marketing Strategy & Brand Management

  • Develop and execute integrated marketing strategies aligned with company growth objectives.

  • Lead brand positioning, messaging, and corporate communications across all channels.

  • Manage marketing campaigns including digital, email, social media, events, and content marketing.

  • Ensure consistency of brand identity and messaging across all marketing materials.

  • Analyze market trends, competitor activity, and customer insights to identify growth opportunities.

  • Track and report on campaign performance metrics and ROI

Proposal & Pursuit Management

  • Lead end-to-end proposal development for RFQs, RFPs, RFIs, and other competitive submissions.

  • Develop proposal schedules, compliance matrices, outlines, and submission strategies.

  • Coordinate with technical staff, executives, and subject matter experts to gather proposal content

  • Interview subject matter experts for required content development

  • Ensure review comments and edits are incorporated into successive drafts and final submission.

  • Write, edit, and refine technical and non-technical proposal narratives.

  • Ensure proposals meet compliance requirements, deadlines, and quality standards.

  • Manage proposal production, formatting, graphics coordination, and final delivery.

  • Maintain and improve proposal templates, boilerplate content, resumes, and project profiles.

Business Development Support

  • Partner with leadership to identify target opportunities and support capture strategies.

  • Develop presentations, qualifications packages, case studies, and client-facing marketing collateral.

  • Support networking events, conferences, and industry engagement activities.

  • Contribute to pipeline tracking, CRM updates, and pursuit planning activities.

Leadership & Collaboration

  • Mentor junior marketing or proposal staff and provide guidance on best practices.

  • Manage external consultants, graphic designers, printers, or marketing vendors as needed.

  • Foster collaboration across departments to ensure cohesive communication and successful pursuits.

  • Recommend process improvements to increase proposal efficiency and win rates.

 

Minimum Job Requirements

  • Bachelor’s degree in Marketing, Communications, Business, English, Journalism, or related field.

  • 10+ years of experience in marketing, proposal management, business development, or related roles.

  • Proven experience managing complex proposals and marketing initiatives simultaneously.

  • Strong writing, editing, and proofreading skills with exceptional attention to detail.

  • Experience coordinating cross-functional teams under tight deadlines.

  • Strong communication, interpersonal, and influencing skills in a collaborative, collegial, and partnership-type environment.

  • Proficiency with Microsoft Office Suite, Adobe Acrobat, CRM systems, and collaboration tools.

  • Experience managing proposal databases and content libraries.

  • Strong skills in project management, time management and prioritization

 

 

Work Schedule/Work Environment

This position will be in an office setting. Evening or weekend work will be required based on proposal deadlines. This position will possibly require travel on occasion for conferences, client meetings, or industry events.
