Our client is seeking a Senior Quality Assurance Manager – Construction to oversee contractor performance, field quality, and HSSE compliance for large‑scale construction and maintenance activities within an active energy‑sector facility. This role ensures all work meets project specifications, regulatory requirements, and safety standards while minimizing operational disruptions in a live, high‑risk environment.

The position serves as the primary on‑site liaison between contractors, project management, facilities teams, and HSSE leadership.

Requirements:

Contractor Oversight & Field Management

  • Monitor contractor qualifications, licenses, certifications, and training compliance.
  • Supervise daily activities of construction and maintenance contractors to ensure adherence to project specifications, contractual obligations, and safety requirements.
  • Serve as the on‑site point of contact for contractor coordination, issue resolution, and schedule alignment.

Quality Assurance & Quality Control

  • Perform daily QA/QC inspections to verify work aligns with drawings, specifications, and quality procedures.
  • Identify deficiencies, document findings, and drive corrective actions to closure.
  • Participate in audits, quality walkdowns, and continuous improvement initiatives.
  • Review and validate contractor submittals, test results, inspection reports, and quality documentation.

HSSE Leadership & Permit‑to‑Work

  • Ensure prerequisite safety controls are in place before work begins.
  • Conduct routine safety inspections and participate in toolbox talks, incident reviews, and safety meetings.
  • Issue and manage permits for high‑risk activities including hot work, confined space entry, LOTO/energy isolation, working at heights, and lifting/rigging.

Risk Management & SIMOPS Coordination

  • Identify operational risks and implement proactive mitigation strategies.
  • Support SIMOPS planning to safely execute construction activities within occupied or operational facilities.
  • Assist with demobilization planning, sequencing, and safe handover of work areas.

Stakeholder Communication & Operational Coordination

  • Communicate schedule impacts, access requirements, and risk mitigation plans.
  • Report directly to the Project Manager and maintain alignment between field operations and leadership.
  • Coordinate with Facilities Management to prevent disruptions to building operations and business continuity.

Tools & Technology

  • Use Bluebeam for drawing reviews, markups, and QA/QC reporting.
  • Operate permit‑to‑work management systems for high‑risk activities.
  • Utilize Procore for documentation, quality tracking, and contractor coordination.

Qualifications/Must-Haves:

  • Proficiency with Bluebeam.
  • Experience with Procore (preferred but not required)
  • 5+ years of management experience overseeing contractors or field teams.
  • 5+ years of experience in construction QA/QC, construction management, or field oversight within the energy, industrial, or oil & gas sector.
  • Hands‑on experience performing QA/QC inspections, reviewing submittals, validating test results, and driving corrective actions.
  • Strong HSSE background with experience conducting safety inspections and enforcing risk mitigation strategies.
  • Proven experience issuing and managing permits for hot work, confined space entry, LOTO, working at heights, and other high‑risk activities.
  • Experience working in large enterprise environments or on large‑scale industrial construction projects.
  • Bachelor's degree in Construction Management, Engineering, or related field (or equivalent experience)

Preferred Skills:

  • Certified Welding Inspector (CWI)
  • ISO 9001:2015 Lead Auditor certification.
  • OSHA 30‑Hour Construction Safety or NEBOSH IGC.
  • Experience in refinery, petrochemical, LNG, or heavy industrial environments.
  • Familiarity with Houston‑area construction regulations and permitting requirements.
