Department:  Emergency Management and School Safety 

Reports To:  Director

 

Job Goal:

Oversee security and safety services that provide for the protection and well-being of all people, assets, and property. Provide training, support, oversight, and guidance to the Region 4 security team. Assist leadership in the development and implementation of safety and emergency management procedures. In addition, provide professional development, technical assistance, and support services, and participate in special project activities in the areas of School Safety that support Region 4’s core purpose and strategic goals. 

Qualifications:

Education

  1. High School Diploma or equivalent
  2. Associate’s degree in law enforcement or safety, preferred

 

Certification/Licensure

  1. Possess and maintain a valid Texas Driver’s License with a clean driving record
  2. Possess and maintain a valid Texas License to Carry
  3. STOP THE BLEED® certification
  4. Standard Response Protocol
  5. Level II — Non-Commissioned Security Guard Certification
  6. Level III — Commissioned Security Guard (Or Armed Security Guard) Certification

Experience

  1. Two years of experience as an armed security guard
  2. One year of supervisory experience
  3. Experience with school-based safety and security procedures
  4. Prior law enforcement or military experience, preferred

Major Responsibilities:

  1. Managing the day-to-day operation of the security team
  2. Develop and provide Region 4 customers with support and guidance in implementing multi-hazard emergency operation plans.
  3. Collaborate with Region 4 customers in establishing and maintaining school safety and security committees.
  4. Administer safety and security audits for Region 4 customers.
  5. Conduct emergency school drills and exercises for Region 4 customers and Region 4 ESC staff.
  6. Serve as a member of the Regional Education Service Center’s School Safety Review Team.
  7. Develop, present, and facilitate effective professional development sessions.
  8. Design customized product solutions and services and provide technical assistance relating to school safety and other security
  9. Maintain knowledge and skills in the areas of emergency management and school safety by engaging in ongoing professional development.
  10. Establish and cultivate communication networks between Region 4 and key Region 4 customer personnel.
  11. Assist in the planning, development, and coordination of special project activities.
  12. Ensure all shifts are adequately staffed.
  13. Ensure all reports are completed by the end of the shift.
  14. Prevent loss and damage by reporting irregularities and informing violators of policy and procedures.
  15. Call the police or the fire departments in cases of emergency, such as fire or the presence of unauthorized persons.
  16. Escort or drive a motor vehicle to transport individuals to specified locations and to provide personal protection.
  17. Secure premises and personnel by patrolling property, monitoring surveillance equipment, and accessing points.
  18. Investigate security breaches, incidents, and other alarming behavior.
  19. Control traffic by directing drivers.
  20. Complete reports by recording observations, information, occurrences, and surveillance activities.
  21. Interview witnesses and obtain signatures as needed.
  22. Maintain the environment by monitoring and setting building and equipment controls.
  23. Maintain the organization’s stability and reputation by complying with legal requirements.
  24. Ensure the operation of equipment by completing preventive maintenance requirements.
  25. Provide life-saving measures during a crisis such as CPR, STOP THE BLEED®, AED, and other life-saving techniques.
  26. Lead drills and exercises that promote emergency preparedness.
  27. Help support all Standard Response Protocols incidents and drills.
  28. Participate in the training programs offered to enhance the individual skills and
  29. proficiency related to the job.
  30. Contribute to team effort by accomplishing related results as needed.
  31. Develop, present, and facilitate effective safety-related training. 

Supervision/Personnel Management

Train, coach and supervise the staff assigned to the security team. Assist the Director with employee evaluations.

 

Physical Demands/Environmental Factors/ Mental Demands:

Frequent use of standard office equipment; prolonged sitting; occasional bending/stooping, pushing/pulling, and twisting; repetitive hand motions (keyboarding and use of mouse); occasional light lifting and carrying (less than 40 pounds); may be required to moving or lift 160 pounds 20 feet;  may work prolonged and irregular hours; occasional statewide travel; work with frequent interruptions; maintain emotional control under pressure.
