Travel Requirement: Approximately 90% (Throughout the United States)


About Monroe Group

Monroe Group is seeking a highly experienced and strategic Regional Property Manager-Acquisitions & Renovations Projects to support our growing affordable housing portfolio. This role will primarily focus on new acquisitions, renovations, LIHTC lease-up and occupancy recovery, and will also provide operational support to stabilized portfolios as needed.

The ideal candidate brings a strong blend of operations, marketing, financial oversight, and team development, with the ability to step into complex environments, diagnose challenges quickly, and implement solutions that drive performance and long-term asset stability.


Position Summary

The Regional Property Manager is fully accountable for driving operational excellence and financial performance across assigned communities. This includes leading marketing strategy development, addressing occupancy challenges, improving NOI, ensuring compliance, and supporting both transitioning and stabilized assets. The role partners closely with Operations, Development, Construction, Asset Management, and Compliance teams to ensure properties move efficiently from acquisition or renovation into stabilized operations.

Key Responsibilities

Portfolio & Operational Leadership

  • On-site support for new acquisitions/renovation projects, and stabilized portfolios as assigned based on operational needs
  • Ensure consistent execution of Monroe Group standards, policies, and regulatory requirements
  • Conduct regular site visits, operational reviews, and leadership check-ins

Marketing Strategy & Occupancy Recovery

  • Develop and implement property-specific marketing plans to address lease-up, pre-and post-renovation, as well as ongoing occupancy challenges
  • Analyze market conditions, waitlist demand, referral sources, and demographic data to tailor outreach strategies
  • Lead onsite teams to improve leasing, application pipeline management, and conversion rates
  • Identify      underperforming properties and deploy targeted marketing and operational interventions to stabilize occupancy

Occupancy, KPI & Performance Management

  • Drive results across key performance indicators, including:
    • Occupancy and pre-leasing activity
    • Application pipeline and screening timelines
    • Unit turn times and readiness
    • Collections and delinquency control
    • Budget Management
    • Compliance accuracy and audit results
  • Establish clear performance expectations and accountability for onsite teams
  • Evaluate property performance through weekly reporting, quarterly audits, KPI      scorecards, and BI trend analysis

Acquisitions & Renovation Support

  • Lead operational onboarding for newly acquired properties, including staffing, systems, and process  alignment
  • Support resident-occupied renovations, coordinating with construction, relocation, and compliance teams
  • Ensure renovation timelines, unit transfers, and re-occupancy plans align with HUD, LIHTC, and URA requirements
  • Monitor unit readiness and leasing coordination to prevent downtime post-renovation

Financial Performance & NOI Accountability

  • Develop and manage property operating budgets and forecasts
  • Monitor NOI, revenue performance, expenses, and variances
  • Implement corrective action plans to address financial underperformance
  • Partner with Operations and Asset Management on long-term financial strategy and stabilization plans

Hiring, Training & Team Development

  • Recruit, hire, onboard, and train Community Managers, Assistant Managers, and Maintenance
  • Provide enhanced support and training for sites  undergoing acquisition/rehab
  • Coach, mentor, and develop high-performing teams while addressing performance gaps
  • Support succession planning and leadership development  across the portfolio

Compliance & Risk Management

  • Ensure adherence to LIHTC, HUD Project-Based Section 8, HOME, Rural Development, and Bond program requirements
  • Participate in Pre-NSPIRE inspections, state agency audits, and investor reviews
  • Oversee the timely completion of corrective actions and ongoing compliance monitoring

Requirements

 Qualifications & Requirements

  • Minimum 5 years of Regional Property Manager experience, preferably in affordable housing
  • Bachelors Degree prefered
  • Strong expertise in LIHTC and HUD Project-Based Section 8 programs
  • Demonstrated experience leading marketing plans and occupancy recovery initiatives
  • Proven success managing NOI, budgets, and financial performance
  • Experience supporting resident-occupied rehab projects and stabilized portfolios
  • Strong analytical, organizational, and leadership skills
  • Proficiency with property management software (Yardi, OneSite, or similar)
  • Advanced skills in Microsoft Excel, Word, and Google Workspace
  • High School Diploma or equivalent required; College Degree preferred
  • English proficiency (read, speak, and write)
  • Ability to pass a full background check

Travel & Work Environment

  • Approximately 90% travel across the United States
  • Remote-based role with extensive on-site engagement
