JOB SUMMARY
The HR & Benefits Administrator is responsible for the administration of the Company’s benefits programs, and assists the Human Resources department with employee documentation and recordkeeping, and employee services. This position is also responsible for staying abreast of changing employment law as it relates to the position’s essential functions.
ESSENTIAL FUNCTIONS OF THE JOB
- Maintains confidentiality on all matters related to the position and the organization.
- Responsible for communicating, enrolling, maintaining, verifying, terminating, and adjusting employee’s designated benefits. Benefits include: medical, dental, vision, long term disability, short term disability, life insurance, flexible spending accounts, health savings accounts, accident, hospitalization, critical illness, COBRA, and 401(k) plan.
- Responsible for compliance with federal and state labor laws affecting benefits: ACA, ERISA, COBRA, Section 125 plans, and DOL. Acts as Company's Subject Matter Expert in these areas.
- Demonstrates experience with Medicare and other benefits products, reviews current benefits for utilization, performs research on other benefits plans or alternatives.
- Serves as primary contact for all benefits inquiries – both internally with employees and externally with vendors.
- Manages external vendor/carrier relations and consults with Broker representatives/carriers as appropriate. Serves as primary point of contact with third-party vendors or carriers.
- Responds to benefit inquiries and issues timely and escalates enrollment or service issues to maintain positive employee relations.
- Regular, prompt in office attendance is essential to this role as this position provides customer service to employees, including field personnel; management and Board members both in person and remotely.
- Review and verify weekly and monthly COBRA elections and benefit eligibility reporting to ensure accuracy. Reconciles invoices related to COBRA plans.
- Maintains employee benefit records in ADP WFN ensuring accuracy and processes changes timely such as qualifying events.
- Responsible for processing manual enrollments with carriers and manages carrier connections in ADP WFN.
- Conducts orientation of benefits to all full-time new hires and manages Annual Open Enrollment.
- Works with team to plan, coordinate and carry out employee Annual Open Enrollment events.
- Ensures plans are administered in accordance with federal and state regulations and plan provisions are followed. Processes resulting changes within deadlines
- Performs administration of short-term/long-term disability and FMLA process, including claims processing and employee communication.
- Assists with state specific benefits matters – paid sick leave or other paid leaves.
- Responsible for Company ACA compliance. Performs functions in ADP WFN relating to 1095 & 1094-C forms. Prepares reports and reviews for accuracy.
- Provides administrative support for 401(k) plan by assisting employees with enrollment, answering questions, processes distributions, hardships, rollovers, and RMDs.
- Maintains current and accurate employee demographic information and records in company computer systems.
- Liaise with HR & payroll departments for benefit adjustments per pay period.
- Reviews monthly billing invoices & reconciliations for accuracy and makes adjustments as appropriate.
- Performs other duties as assigned.
OTHER DUTIES AND RESPONSIBILITIES OF THE JOB
- Possesses excellent knowledge of Company’s benefits programs, including insurance plans, 401(k).
- Communicates with Accounts Payable for input and payment of all benefit invoices.
- Assists with annual internal audits and testing – Non-discrimination testing, 401k audit, accounting audits and routine benefits eligibility audits.
- Completes employee employment verifications as needed.
- Attends meetings and training with external vendors and broker representatives.
- Assists HR team with miscellaneous duties; performs other duties as assigned.
- Processes Qualified Medical Child Support Order (QMSCO orders) to ensure compliance.
- Prepare and analyze census reports and other reports as required.
OTHER SKILLS & ABILITIES
- Strong verbal and written communication skills are required to effectively communicate with internal and external customers.
- Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
- High attention to detail and strong organizational skills.
- Prior experience using benefit administration database, preferably ADP Workforce Now.
- Must be able to prioritize and meet deadlines.
- Demonstrates a strong sense of urgency while maintaining accuracy.
- Demonstrates ability to work independently but also contributes to wider HR/Payroll & Benefits team efforts.
- Demonstrates ability to maintain confidential information.
- Excellent computer skills and an in-depth knowledge of Microsoft Word, Excel (including V-Lookup), and PowerPoint required.
EXPERIENCE REQUIREMENTS
- Minimum of three plus years’ HR & benefits administration experience preferred.
- Prior experience using ADP-Workforce Now for benefits administration is preferred.
- Previous experience with multi-state employer and payroll.
EDUCATION REQUIREMENTS
- High school diploma or equivalent required.
- College degree preferred but not required.
- Additional Benefits Certification/HR training is a plus.
PHYSICAL REQUIREMENTS ESSENTIAL TO PERFORM THE FUNCTIONS OF THE JOB
- May be required to lift up to 30 lbs.
- Frequent use of auditory, verbal and visual capabilities in order to adequately communicate via phone, computer and in person.
- Frequent sitting for extended periods of time to carry out administrative functions.
- Frequent concentration for extended periods of time, paying attention to detail to analyze information.
- Frequent use of hands to operate the computer or office equipment.
