Harris County Public Library (HCPL) - History 

The Harris County Public Library (HCPL) system, established in 1921, began as a collection of small libraries located in stores, post offices, and private homes. Over the years, it has grown into a robust network comprising 26 branch libraries, two technology service centers, and two partner locations that provide collection and circulation services. HCPL serves the communities of unincorporated Harris County and cities without independent library systems.

In 2024, HCPL received the prestigious National Medal for Museum and Library Service, the highest honor awarded to libraries in the United States. Bestowed annually by the Institute of Museum and Library Services (IMLS), this award recognizes institutions that deliver exceptional service to their

What you will do at Harris County Public Library:  

Reporting to the Branch Manager, Volunteer Coordinator II is responsible for planning, developing, coordinating, and implementing a comprehensive volunteer program. This role encompasses managing all aspects of the library’s volunteer program, including recruitment, training, placement, retention, and recognition of volunteers. The Volunteer Coordinator II establishes procedures, maintains accurate records, ensures compliance with policies, and collaborates with staff to identify and create meaningful volunteer opportunities. Additionally, the position oversees marketing efforts to promote the program, builds partnerships within the community, and acts as the primary liaison between volunteers and library staff to ensure effective communication and support.

Duties & Responsibilities:

  • Manage the full volunteer lifecycle, including recruitment, engagement, retention, and deactivation
  • Develop and implement procedures for onboarding, utilizing, and releasing volunteers
  • Conduct interviews with volunteer applicants to evaluate their qualifications and compatibility with specific roles and refer them to the appropriate department staff for placement
  • Administer and ensure all necessary background checks are conducted for all HCPL-wide volunteers in compliance with Harris County and HCPL guidelines
  • Administer the library’s marketing and social media platforms to showcase volunteer activities, highlight upcoming events, and promote branch updates
  • Provide ongoing training and resources to ensure volunteers are well-prepared for their roles
  • Create and deliver a volunteer training program aligned with the HCPL Mission and Core Values
  • Establish policies, procedures, and priorities to align volunteer services within HCPL organizational goals
  • Maintain a comprehensive database of volunteer information, including skills, records, and activity logs
  • Lead and participate in community meetings to build relationships and advocate for the volunteer program
  • Collaborate with community partners to enhance program visibility and recruit volunteers
  • Advocate for volunteer services and address any issues that arise
  • Plan and implement recognition activities that recognize the contribution of volunteers to the organization
  • Create and maintain tracking reports to evaluate volunteer participation, measure engagement levels, and assess the overall effectiveness of the volunteer program
  • Serve as the primary liaison between volunteers and HCPL staff, ensuring clear communication and positive relationships
  • Attend seminars and training sessions to stay informed on best practices in volunteer management and community engagement

Requirements

Education:

  • Bachelor's degree from an accredited college or university
Experience:
  • Two (2) years of full-time customer service experience showing empathy, good communication, and problem-solving.
  • Two (2) years of full-time experience designing, planning, and making educational activities for children and adults in a learning or programming environment.
Knowledge, Skills & Abilities:
  • Knowledge of computer technology, including Word Processing and Spreadsheets
  • Knowledge of office and business procedures, County policies, rules, and regulations
  • Knowledge of designing, implementing, and evaluating volunteer programs to align with
    organizational goals
  • Understanding best practices for recruiting, training, supervising, and retaining volunteers
  • Proficiency in managing multiple tasks, setting priorities, and maintaining accurate records
  • Ability to use digital tools and platforms to manage volunteer programs and promote outreach
    initiatives
  • Ability to effectively convey information, build rapport, and resolve conflicts
  • Ability to work independently and with a group
  • Ability to exercise sound judgment and professionalism while interacting with both internal and
    external customers

Salary:
  • $23.15 Per Hour
  • Paid Biweekly

 

Work Environment and Physical Demands:  
  • This job typically operates in a professional office environment with overhead lighting and long periods of screen time.
  • Daily use of a computer, keyboard, copier, scanner, printer, calculator, phone (desk and cell).
  • Daily use of software programs including Microsoft Office Suite, Outlook, Word, Excel, and GPS.
  • At times, work may be performed in an outdoor environment and may have possible exposure to inclement weather or various temperature changes.
  • Driving: Available and reliable transportation for work-related duties. 
  • Sitting for long periods; light physical activity that may include walking, standing, stooping, bending, reaching, lifting, and carrying.
  • Ability to lift, carry, and exert up to 25 pounds. Occasionally lifts, carries, and exerts up to 40 pounds.
