The Harris County Tax Assessor-Collector’s Office (HCTO) is seeking an experienced Senior IT Manager to implement and administer innovative, user-centric technology solutions that support the Harris County Tax Assessor-Collector’s mission and ability to serve and communicate with Harris County residents. This role is critical in shaping the Office’s technology infrastructure and implementing technology that supports its operations, ensuring that IT systems and services are maintained and advanced.
The Senior IT Manager will also supervise a team of IT professionals and provide the Tax Office with up-to-date options on the latest software, hardware, and online tools to improve processes and increase the ability to leverage data for analysis and innovation.
This will be a hands-on role, in which the Senior IT Manager is expected to assist the software and hardware team with application architecture, design, coding, review, and lead the deployment activities, including production support, IT help desk of all the core systems of the Tax Office.

The Harris County Tax Assessor-Collector’s Office is essential for ensuring the proper administration of tax laws and providing vital services to the community. The office plays a key role in local government, handling various financial and administrative tasks, including:
- Property Tax Collection: Assess and collect property taxes for all eligible commercial and residential property owners and entities. Calculate property taxes based on appraised values and ensure collection and distribution to the appropriate entities.
- Motor Vehicle Services: Manage commercial and residential vehicle registration, issue license plates, and handle vehicle title transfers, including the collection of associated fees.
- Voter Registration: Oversee voter registration within the county, issue voter registration certificates, and maintain an accurate voter registration roll.
- Additional Revenue Collection: Collecting certain fees, fines, and revenues related to permits or state mandates, depending on the county’s needs.
Duties and Responsibilities
Technology Vision, Strategy & Planning
- Guide the Tax Office’s technology vision and long-term planning, focusing on innovative and user-centered solutions while identifying technological improvements to optimize efficiency and service.
- Collaborate with leadership to prioritize technology and best practices.
- Provide input and recommendations on technology enhancements and help with the development of IT requests to county leadership.
- Regularly prepare and disseminate clear, concise reports and communication detailing departmental activities and achievements in advancing the agency's technology agenda.
Technology Modernization & Implementation
- Oversee initiatives like cloud migrations, modernizing applications, and implementing cutting-edge hardware, emphasizing agile methodologies and sustainable asset management.
- Develop dynamic work plans for deploying client, web, and cloud technologies, ensuring these plans are agile, user-centric, and resource-efficient.
- Provide leadership to the Sprint and SCRUM teams, ensuring that application and software development are aligned with user needs and agency goals.
IT Operations & Support
- Maintain a deep understanding of IT systems to offer superior internal support, emphasizing quality customer service to end users.
- Manage a tiered support structure that addresses installation, troubleshooting, and upgrades and focuses on enhancing user experience and technology accessibility.
Leadership, Staff Development & Team Management
- Lead IT staff in delivering efficient, user-focused support.
- Allocate responsibilities to encourage creativity, problem-solving, and team development.
- Establish and promote continuing education and training for personnel.
- Ensure personnel compliance with HCTO policies and procedures concerning execution of duties and job performance.
- Hold team members accountable for their work, including ongoing team meetings, one-on-one conversations, status reports, and other appropriate communications.
Project, Vendor & Stakeholder Management
- Coordinate with stakeholders, vendors, and internal teams to ensure timely, budget-friendly, and quality completion of technology projects from initiation to completion.
- Evaluate vendors and track performance to ensure compliance with vendor service level agreements.
General Management Duties
- Review and approve personnel time records.
- Perform regular personnel reviews and recommend/implement adjustments.
- Perform other duties as assigned.
