About the Position
The Proposal Manager will serve as a strategic leader responsible for the full lifecycle development of compliant, compelling, and competitive federal proposals. This individual will play a critical role in securing multi-million dollar contracts by aligning technical, operational, and business development teams around a clear and differentiated win strategy.
This position requires deep expertise in federal procurement processes, including the Brooks Act and FAR/DFARS regulations, as well as experience navigating the “Two-Phase” selection process typical in federal construction.
Key Responsibilities include:
- Leading the full proposal lifecycle—from solicitation review and Go/No-Go decisions through submission
- Ensuring strict compliance with USACE/NAVFAC requirements, including safety metrics, past performance formats, and subcontracting plans
- Driving technical narrative development, including management plans and project approaches
- Coordinating cross-functional proposal teams, including executives, SMEs, and joint-venture partners
- Managing past performance data, including CPARS evaluations and project profiles
- Supporting post-submission activities such as Evaluation Notices (ENs), Final Proposal Revisions (FPRs), and oral presentations
Requirements
- 5–10+ years of experience in federal construction proposal management
- Demonstrated success winning work with NAVFAC and USACE
- Strong knowledge of SF 330 and SF 1442 submission processes
- Deep understanding of FAR/DFARS regulations
- Advanced proficiency with Adobe InDesign (Adobe Creative Cloud) and Microsoft Office
- Bachelor’s degree in Communications, English, Marketing, Engineering, or Construction Management
- Membership in Association of Proposal Management Professionals or Society of American Military Engineers
- Experience with Design-Build (D-B) delivery methods
- Familiarity with estimating tools or Virtual Design and Construction (VDC) workflows
