JOB TITLE: Police Captain

 

REPORTS TO: Chief of Police

 

WAGE/HOUR STATUS:    Exempt           

               

 

PAYGRADE: AM 5 

 

 

PRIMARY PURPOSE

 

This position is under the direct supervision of the Chief of Police. The employee is responsible for assisting the Chief of Police in planning, organizing, and directing all activities of the Police Department. The employee acts on behalf of the Chief in the absence of the Chief of Police. Work involves resolving problems of the highest technical nature when required and participating in the determination and formulation of department policies. 

 

The Police Captain will assist in coordinating, preparing, and administering the budget for the Police Department; conduct administrative studies of management problems and concerns; develop comprehensive programs designed to effectively correct operational deficiencies; investigate citizen complaints about police personnel conduct and services; and make recommendations on performance ratings, disciplinary actions, and related matters. The Police Captain represents the department at various meetings and conferences and speaks before community groups.

QUALIFICATIONS:

 

Required

  • Certification from the Texas Commission on Law Enforcement Officers Standards and Education (TCLEOSE)
  • 12 years of police experience
  • 6 or more years of command-level or supervisory experience with a law enforcement agency
  • Bachelor’s Degree from an accredited university
  • Ability to manage budget and personnel
  • Knowledge of federal and state laws
  • Experience in the Texas Police Chiefs Association accreditation program management or equivalent accreditation program
  • Valid Texas driver’s license

Preferred

  • Master’s Degree or currently enrolled in an accredited Graduate Program
  • Successfully completed one of the Police Senior Management Training (FBINA, LEMIT, SPI)

 

SPECIAL KNOWLEDGE/SKILLS: 

  • Ability to work effectively with youth as well as adults;
  • Knowledge of overall operations of police department and
  • Knowledge of all aspects of Police Department operations, including criminal investigations, report writing, and criminal law.

 

MAJOR RESPONSIBILITIES AND DUTIES:

 

  • Supervise and evaluate administrative and operational supervisory positions, sworn officers and civilian personnel;
  • Coordinate annual in-service training and firearms qualifications;
  • Assist in maintaining a District-wide Crisis Management plan;
  • Provide personal protection, campus safety and crime prevention in-service for district staff, students and parents;
  • Assist with the development of long and short-range objectives and goals for the safety and security of the district
  • Ensure Police and Emergency Management Services are rigorously supportive of the goals and objectives of the district
  • Assist with the development of policies, procedures, and deployment plans that are focused on sound Police and Emergency Management practices
  • Oversee Police and School Safety personnel and equipment resources to maximize specific support to campuses and district facilities and minimize expenditures of time and materials to Police and School Safety Services
  • Collaborate with administrative and campus personnel to ensure law enforcement needs of campuses are met through school value
  • Ensure that all criminal offenses that occur within the district are investigated promptly and thoroughly, evidence is collected and preserved, and witness statements are properly documented
  • Respond to district emergency and/or crisis situations
  • Establish liaisons with other law enforcement professionals including federal, state, county, and local entities
  • Coordinate and administer daily police activities through subordinates
  • Direct activities of personnel engaged in preparing budget proposals, maintaining police records, and recruiting staff

 

WORKING CONDITIONS: 

 

The usual and customary methods of performing this job require the following: ability to work in a fast-paced, high-intensity work environment efficiently and effectively with frequent interruptions and maintain emotional control under stress.  Strenuous walking, standing, and climbing; ability to operate a motor vehicle; specific hearing and visual requirements; ability to control sudden violent or extreme physical acts of others and exhibit rapid mental and muscular coordination simultaneously. May be subject to adverse and hazardous working conditions including violent and armed confrontations. Work outdoors in varying climate conditions; drive in all different areas of the district at off hours; on call 24 hours a day.
