Under the direction of executive leadership, the Human Resources Manager provides strategic HR leadership and operational support for the Office of the Purchasing Agent, supporting county-wide operations serving approximately 5 million residents, 20,000 employees in 80 departments, and roughly $5.5B in annual expenditures. The role serves as the primary HR liaison to the County Human Resources and Talent (HRT) function and coordinates workforce planning, employee relations, and compliance activities across the department. Responsibilities include position management support (job descriptions and classification coordination), staffing transitions, performance evaluations, and payroll to strengthen workforce accountability. The position also supports leadership with reporting and general administrative functions to ensure HR practices align with County policy, personnel requirements, and departmental service needs.
Duties and Responsibilities:
Serves as the primary HR liaison for the Office of the Purchasing Agent by coordinating with County Human Resources and Talent (HRT) on staffing actions, position control, classifications, compensation inquiries, and policy interpretation to ensure consistent application of County requirements.
Oversees job description and position documentation processes, including drafting and updating job descriptions, supporting classification submissions, and aligning roles to organizational structure, business need, and County naming conventions. Coordinates with Finance on budget allotment and resource allocation, including KPI and performance-based budgeting impacts, to ensure staffing actions align with available funding and require advance financial review for position changes, onboarding, and separations.
Leads employee relations functions, including intake and documentation of workplace issues, coaching leaders on corrective action, coordinating investigations as needed, and supporting disciplinary recommendations consistent with County policy and legal standards.
Manages workforce planning and staffing transitions by supporting recruiting coordination, onboarding and offboarding processes, organizational changes, and continuity planning to maintain operational capacity across divisions.
Establishes and administers a performance evaluation framework, including timelines, tools, calibration support, manager training, and compliance tracking to strengthen accountability and consistent performance management.
Produces and maintains HR and payroll analytics and reporting, including headcount, vacancies, turnover, leave and overtime indicators, and trend analyses; provides leadership-ready reporting to support resource decisions, workforce risk monitoring, and operational planning.

Education and Experience:
Master’s degree in a directly related field and three (3) years of relevant work experience preferred, including one (1) year public governance experience;
OR
Bachelor’s degree in a directly related field and four (4) years of relevant work experience required, including two (2) years public governance experience.

Position Type and Typical Hours of Work:
This is a full-time position with the typical work hours of Monday - Friday from 8 AM to 5 PM.
Occasional weekends, holidays, and overtime may be required based on the specific needs and demands of the department.
