Position Description


The Harris County Community Supervision and Corrections Department (CSCD) is one of the largest probation departments in the United States, supervising more than 70,000 individuals and employing over 600 staff members across 6 locations. We provide a wide range of services including community supervision, outpatient counseling, cognitive-behavioral programming, and residential treatment, designed to strengthen our clients’ abilities and support their long-term success. With a focus on utilizing evidence-based practices, we aim to improve outcomes and reduce recidivism for all clients under supervision.


The HR Generalist is responsible for various aspects of the talent acquisition process, including posting open positions, reviewing and assessing applicant pool, coordinating interviews, interviewing qualified candidates and making hiring recommendations, conducting reference and background checks, facilitating the hiring and onboarding of employees. This role also provides support in other Human Resources functions as needed, such as payroll administration, corrective action processes, performance management and statistical reporting.


Duties and Responsibilities:

  • Prepare new hire initial paperwork, enter in County’s Payroll System, maintain position control, act as liaison with Harris County HRRM, coordinate file maintenance, process I-9 Forms, W4 Forms, etc., and send all information to Harris County Payroll Auditors.

  • Conducts recruitment efforts for exempt and nonexempt personnel; writes and places job opening announcements and advertisements; participates in job fairs, interviews, reference checks, employment offerings, and new-employee orientations.

  • Coordinate job postings with Harris County Human Resources and Talent (HRT).

  • Receive and review employment applications from Harris County Human Resources and Talent (HRT) Department.

  • Maintain current open positions tracking and generate a monthly report, participate in Executive level budget planning meetings.

  • Maintain an accurate record of applicants, which include screening results, interview information and results of interviews.

  • Post in-house open positions on promotions/laterals and distribute to all HCCSCD staff.

  • Prepare and email employment notifications to applicants not recommended for positions.

  • Coordinate hire date, salary, and location assignments with prospective employees.

  • Recruit at Universities and local Job Fairs.

  • Oversees employee performance evaluations, including 4-month and 6-month introductory reviews.

  • Aids in the preparation of corrective action counseling and assists in making recommendations concerning corrective action, including recommendations for termination.

  • Prepare necessary reports and salary surveys for Executive Team

  • Assist employees with inquiries on completing various Departmental forms, and other personnel related matters.

  • Conduct employment verifications on previous jobs and personal references on prospective employees recommended for hire.

  • Contribute to and help create a positive work atmosphere by behaving and communicating in a cooperative and amicable manner with supervisors, coworkers, and members of the public.

  • Work overtime as required.

Requirements

Education and Experience:

  • Bachelor’s degree from an accredited college or university.

  • One (1) year of Human Resources experience.

Knowledge, Skills, and Abilities:

  • Must have excellent computer skills with proficiency in Microsoft Word, Excel, PowerPoint and Outlook.

  • Must maintain confidentiality at all times.


Licensure:
  • Must have a valid Texas Class C Automobile Operator’s License.

Preferences

  • One (1) year of Human Resources experience, preferably in talent acquisition.

  • Professional in Human Resources (PHR) or SHRM-CP Certification.

  • Two (2) years of experience in high volume talent acquisition, recruiting, or staffing, supporting administrative through professional-level positions.

General Information

Position Type and Typical Hours of Work:

  • Regular Full-time | 40 Hours per week

    • Hours will be discussed during departmental interview.

The employee is occasionally required to travel to correctional facilities, or other HCCSCD or Harris County locations.
