Position Overview:
The Director of Human Resources is an executive leadership position responsible for establishing and directing the overall human resources strategy and governance framework for the Department of Economic Equity & Opportunity. Reporting directly to the Executive Director, this role serves as the principal advisor on all workforce, organizational development, and employment compliance matters.

The Director provides strategic oversight of the department’s human capital operations, ensuring alignment with County policies, legal requirements, and departmental priorities. This includes leadership over employee relations, talent acquisition, performance management, workforce planning, policy development, leave administration, and regulatory compliance. The position ensures the consistent and defensible administration of employment practices while strengthening internal controls and mitigating legal and financial risk.

As a member of the department’s senior leadership team, the Director of Human Resources partners with executive leadership to shape organizational structure, support operational growth, and foster a culture of accountability, transparency, and performance excellence. The role requires sound executive judgment, discretion in handling sensitive matters, and the ability to lead complex personnel issues with professionalism and integrity.


Duties and Responsibilities:

Hiring & Personnel:

  • Provides executive oversight of full-cycle recruitment, onboarding, and offboarding processes, ensuring compliance, internal controls, and alignment with departmental workforce needs.
  • Directs and oversees the department’s performance management and evaluation processes.
  • Serves as the department’s lead authority on employee relations matters, corrective actions, grievances, and ADA coordination, ensuring lawful and defensible employment practices.
  • Oversees administration of leave programs, including ADA, FMLA, PPL, PWFA and Workers’ Compensation, ensuring regulatory compliance.
  • Provides oversight of payroll processes in coordination with Central Payroll to ensure accuracy, timeliness, and compliance.
  • Promotes employee engagement and fosters a culture of accountability and performance excellence.

Policies & Compliance:

  • Directs the development, implementation, and interpretation of HR policies and procedures in alignment with Harris County standards.
  • Ensures compliance with federal, state, and local employment laws, including Title VII, FLSA, EEO, TWC and ADA.
  • Establishes and monitors internal controls related to timekeeping, personnel records, and workforce administration.
  • Manages employee relations issues, corrective actions, and position control requests; serves as the ADA/Grievance Coordinator for the department.
  • Maintains confidential HR personnel records/files, ensuring all privacy laws are being followed.
  • Leads the bi-weekly payroll process, ensures all deadlines are met, and troubleshoots issues in accordance with Central Payroll.
  • Develops creative ways to enhance employee engagement that fosters a positive work environment.

Training & Development:

  • Oversees training on County HR processes, systems, and policies.
  • Identifies organizational development needs and supports leadership in strengthening workforce capability and succession planning.
  • Supports HR operations during emergency events as required.

Requirements

Education and Experience:

  • Bachelor’s degree in human resources, Public Administration, Business Administration, Organizational Leadership, or a closely related field.

  • Minimum of seven (7) years of progressively responsible human resources experience, including at least three (3) years in a senior leadership or management capacity.

  • Demonstrated experience overseeing complex employee relations matters, investigations, disciplinary actions, and regulatory compliance.

  • Extensive knowledge of federal and state employment laws and regulations, including but not limited to Title VII, ADA, FMLA, FLSA, EEO, and related public sector employment requirements.

  • Experience developing and implementing HR policies, internal controls, and workforce governance frameworks.

  • Strong executive-level communication, analytical, and decision-making skills with the ability to advise senior leadership on sensitive personnel matters.

Knowledge, Skills, and Abilities:

  • Extensive knowledge of the functional areas of Human Resources, including recruitment, employee on/off-boarding, compensation, employee relations, safety, employee engagement, and training & development.

  • Must be thoroughly familiar and versed in all federal, state, and local employment laws. (FMLA, FLSA, EEO, ADA, PWFA, Title VII, etc.)

  • Excellent verbal and written communication skills, with strong writing & presentation abilities.

  • Knowledge of accepted office business practices and procedures; of applicable rules, regulations, and policies; and of related governmental/legislative and legal practices and  procedures.

  • Ability to establish and maintain effective working relationships with other County departments,  administrative offices, the public, and internal staff.

  • Ability to work professionally and collegially within a creative, fast-paced culture that emphasizes excellence and teamwork, while embracing associated ambiguity.

  • Ability to think strategically, critically, and creatively, exercise independent judgment, problem solve, and multi-task through a wide variety of situations.

  • Ability to work on multiple projects simultaneously, while meeting deadlines.

  • Demonstrated time and project management skills, including the ability to meet multiple deadlines by maintaining a high level of organization and detail orientation, and constantly adjusting to changing circumstances.

  • Ability to maintain the highest standards of ethical behavior, exercising honesty and integrity, respect, and fairness in the execution of responsibilities across the organization.

  • Must be able to exercise high-level discretion and confidentiality with sensitive information related to employee data, and financial information.

Preferences

  • Master’s degree in a related field.
  • SHRM-SCP, SPHR, or comparable advanced HR certification.
  • Public sector or governmental HR leadership experience.

  • Monday - Friday | 8:00 a.m. - 5:00p.m.

  • Supervises Positions: Human Resources Manager, Human Resources Assistant

Work Environment and Physical Demands:

  • This job operates in a professional office environment.

  • This role routinely uses standard office equipment such as computers, phones, photocopiers.

  • Lift up to 20 lbs.

  • Typical office work only with limited physical demands.

  • Local travel for site visits and stakeholder engagement may be required.
