This includes leadership over employee relations, talent acquisition, performance management, workforce planning, policy development, leave administration, and regulatory compliance. The position ensures the consistent and defensible administration of employment practices while strengthening internal controls and mitigating legal and financial risk.
As a member of the department’s senior leadership team, the Director of Human Resources partners with executive leadership to shape organizational structure, support operational growth, and foster a culture of accountability, transparency, and performance excellence. Education and Experience:
Bachelor’s degree in human resources, Public Administration, Business Administration, Organizational Leadership, or a closely related field.
Minimum of seven (7) years of progressively responsible human resources experience, including at least three (3) years in a senior leadership or management capacity.
Demonstrated experience overseeing complex employee relations matters, investigations, disciplinary actions, and regulatory compliance.
Extensive knowledge of federal and state employment laws and regulations, including but not limited to Title VII, ADA, FMLA, FLSA, EEO, and related public sector employment requirements.
Experience developing and implementing HR policies, internal controls, and workforce governance frameworks.
Strong executive-level communication, analytical, and decision-making skills with the ability to advise senior leadership on sensitive personnel matters.
Knowledge, Skills, and Abilities:
Extensive knowledge of the functional areas of Human Resources, including recruitment, employee on/off-boarding, compensation, employee relations, safety, employee engagement, and training & development.
Must be thoroughly familiar and versed in all federal, state, and local employment laws. (FMLA, FLSA, EEO, ADA, PWFA, Title VII, etc.)
Excellent verbal and written communication skills, with strong writing & presentation abilities.
Knowledge of accepted office business practices and procedures; of applicable rules, regulations, and policies; and of related governmental/legislative and legal practices and procedures.
Ability to establish and maintain effective working relationships with other County departments, administrative offices, the public, and internal staff.
Ability to work professionally and collegially within a creative, fast-paced culture that emphasizes excellence and teamwork, while embracing associated ambiguity.
Ability to think strategically, critically, and creatively, exercise independent judgment, problem solve, and multi-task through a wide variety of situations.
