Job Description

Contingent upon Contract Award.

The Contract Manager ensures the seamless operation of healthcare services. The ideal candidate will manage a variety of administrative tasks, coordinate appointments, and foster effective communication among healthcare personnel. This role is crucial for maintaining organized records, ensuring timely access to medical care, and facilitating the overall healthcare delivery process within the organization. This position is based in Israel. 

Key Responsibilities:

  • Serve as the onsite point of contact for the personnel staffing contract at the facility level.  
  • Establish and maintain a strong and positive working relationship with the on-site Government Technical Monitors (GTM).  
  • Perform personnel and Human Resources related functions to include providing direct supervision to all contract personnel.  
  • Ensure Contract staff orientation, training, and competency assessments are completed.  
  • Plan, schedule, assign, and direct contract staff in accordance with the contract and mission requirements on a daily basis. 
  • Provide a broad range of front-line supervision and management to all Vendor staff under their purview. 
  • Plan, schedule, assign, and direct contract staff.  
  • Coordinate and conduct site visits for staff candidates.  
  • Perform personnel and Human Resources related functions.  
  • Produce reports regarding contractor productivity and monitors contractor compliance with policy for all contract staff at the site.  
  • Review identified patient records to assess adequacy of record keeping, and implementation of appropriate clinical guidelines and policy compliance.  
  • Meet regularly with government technical monitors to ensure coordination and collaboration of staffing.  
  • Ensure discipline specific clinical and administrative in-services are provided for contract staff in accordance with agency policies and accreditation standards.  
  • Lead or delegate the orientation and training within licensing scope and in accordance with agency policy, of new contract personnel to protocols, requirements, and the specifics of the patient population.  
  • Serve as a team member for analyzing established protocol practices and identifying areas for improvement. 
  • Participate with developing recommendations for improved efficiency of patient care.  
  • Assist with program design activities, strategy development, problem resolution, and project implementation.  
  • Perform record keeping functions in accordance with program policies and position.  
  • Maintain functional proficiency and ease of use utilizing agency’s electronic health records.  
  • Maintain patient confidentiality in compliance with the Privacy Act and HIPAA regulations in all work activities.  
  • Adheres to and maintains awareness of Policies, Procedures, Directives, Operational Memoranda and accreditation standards. 
  • Adhere to and participates in Safety, Prevention, Infection and Control, Quality Improvement, Patient Education and other programs and collateral duties as appropriate to position.  
  • Attend and participates in general, medical, and clinical staff meetings. 
  • Possess knowledge of a broad range of concepts related to effective supervision, staff administration and Human Recourses.  
  • Demonstrate ability to effectively schedule, manage and team-build with a multidisciplinary workforce. 
  • Have knowledge of staff development and basic adult learner teaching skills.  
  • Utilize knowledge of the licensing and certification requirements for the professional disciplines operating in the clinic, in the state in which the duty station is located.  
  • Establish and maintain positive working relationships in a multidisciplinary environment.  
  • Navigate in an electronic work environment including electronic health records, web-based training and communications.  
  • Be proficient in common Microsoft Office programs, specifically Microsoft Word, Excel, Outlook and SharePoint.  
  • Complete required organizational compliance education, including assigned requirements that are client-specified, for Joint Commission Healthcare Staffing Services certification or other regulatory bodies.

Qualifications

Experience Required: 

  • Minimum three (3) years of supervisory experience in a complex health care setting as an administrator with strong business and management skills.   
  • Must be proficient in Microsoft Office: Excel, Word, Power Point, Outlook (email), Windows, Social Media Platforms, and navigating the web.   
  • Must have excellent oral and written communications skills.  
  • Must have excellent customer service and self-organization skills.  
  • Applicants must have the ability to maintain effective working relationships with all levels of employees, both inside and outside the organization. 

Education Required: 

  • Bachelor’s Degree, from an accredited school reviewed by the Department of Education, in Nursing, Health Care Administration, Public Health or a related field.    

Physical Requirements: 

  • Sitting, standing, walking, climbing, bending/stooping, kneeling, twisting.  
  • Visual acuity. Minimal hearing loss.   
  • Push/pull/carry minimum 50 lbs. 

Other Special Qualifications: 

  • Obtain medical clearance and maintain current immunizations. 
  • Must be able to relocate to Israel. 
  • A valid U.S. passport is required and must be in your possession prior to relocation. You must maintain a current passport during your stay in Israel. 
  • Able to obtain a USG Clearance.

Pay range is based on several factors and may vary in addition to a full range of medical, financial, and/or other benefits. Final salary and offer will be determined by the applicant’s background, experience, skills, internal equity, and alignment with geographical market data.
