Position Description


Position Overview:

The Administrative Service Manager - Finance and Operations provides leadership and oversight of financial and administrative operations supporting the Administrative Office of the District Courts (DCA). The position manages core administrative functions including budget administration, procurement coordination, payroll oversight, and financial reporting associated with the District Courts’ annual operating budget of approximately $40 million. 

Working under the direction of the Court Administrator, this position coordinates financial management activities, monitors budget performance and ensures fiscal and administrative processes are conducted in accordance with Harris County policies and procedures. The position exercises independent judgment, coordinating financial and administrative processes, resolving operation issues, and ensuring compliance with county fiscal policies. The Services Manager supervises administrative personnel responsible for payroll and purchasing operations and serves as a key liaison between the District Courts and central county department including Budget Management, Human Resources, Purchasing, Central Payroll, and the Auditor’s Office. The role requires strong financial and administrative management skills and the ability to coordinate complex operational processes within a large public-sector organization.

Duties and Responsibilities:
  • Coordinate and monitor financial activity associated with the Administrative Office of the District Courts operating budget, which exceeds forty million dollars annually.
  • Assist with budget preparation, track expenditures, review financial reports, and monitor budget utilization across operational areas.
  • Identify expenditure trends and provide information to leadership to support operational planning.
  • Manage administrative processes supporting the Administrative Office including procurement coordination, payroll administration, personnel-related administrative functions, and financial record management. Review workflows and coordinate improvements to maintain efficiency and consistency in administrative operations.
  • Coordinate purchasing and procurement activities including requisitions, payment requests, purchasing card transactions, and vendor communication.
  • Work with the Harris County Purchasing Department regarding procurement procedures, contract coordination, and vendor requirements. Ensure purchasing activities follow county policies and procedures.
  • Supervise administrative staff responsible for payroll and purchasing functions.
  • Coordinate payroll processing and personnel-related financial activities in collaboration with Human Resources and Central Payroll. Monitor personnel expenditures and assist with tracking staffing allocations within budget limits.
  • Oversees and coordinates departmental human resources and payroll functions, including personnel actions, onboarding, position management, and payroll processing activities.
  • Ensures compliance with Harris County HR, payroll, and benefits policies and procedures. Serves as liaison with central HR, Payroll, Risk Management, and Auditor’s Office to resolve personnel and payroll-related issues and ensure timely and accurate processing.
  • Serve as a liaison between the District Courts and county departments including Budget Management, Purchasing, Human Resources, Central Payroll, and the Auditor’s Office.
  • Prepare financial summaries, reports, and supporting documentation used by leadership for operational review and planning.
  • Prepare and process Requests for Court Action and other financial documentation when required.
  • Maintain financial records within county systems and ensure activities comply with county policies, procedures, and audit requirements.

Requirements

Education and Experience:

  • Bachelor’s Degree from an accredited college or university.
  • Minimum of seven (7) years of experience in financial administration, budgeting, procurement, payroll, or administrative operations.
    • Equivalent experience may be considered in place of formal education.
Knowledge, Skills and Abilities:
  • Knowledge of public-sector financial practices including budgeting, purchasing, payroll, and administrative operations.
  • Knowledge of Harris County policies and procedures related to procurement, financial controls, and personnel administration.
  • Ability to monitor financial activity and track expenditures across a large operational budget.
  • Ability to coordinate purchasing and administrative processes involving multiple departments and vendors.
  • Strong organizational and administrative skills with attention to detail in financial tracking and documentation.
  • Ability to supervise staff and coordinate daily administrative operations.
  • Ability to communicate effectively with judges, court staff, county departments, and vendors.
  • Ability to manage multiple priorities while maintaining accuracy and compliance with established procedures.

Preferences

  • Bachelor’s degree in finance, accounting, business administration, public administration, human resources, or a related field preferred.
  • Supervisory experience overseeing administrative or financial staff preferred.
  • Experience working in government or court administration preferred.
  • Experience working with financial systems such as STARS (PeopleSoft) or similar systems preferred.

General Information

Position Type and Typical Hours of Work:  

  • Regular Full-Time 
  • Monday – Friday | 8:00 A.M. to 5:00 P.M. 
    • Additional hours may be required during budget preparation, procurement deadlines, or operational needs. 
    • This position may require work before, during, or after an emergency or disaster to support court operations.

  

Salary: 

  • Depends on Qualifications
  • Based on 26 Pay Periods
