Department History Overview:

Harris County Resources for Children and Adults was founded in 1966 as the Harris County Child Welfare Board to provide support services for children taken under the wing of the Texas Department of Family and Protective Services. Fifty years later, Harris County Resources for Children and Adults still provides this support. But the now-county department has expanded services for early prevention, intervention, and adult services.

Brief Description Overview:

Under the direction of the Accounting Manager, this position will play a key role in coordinating and overseeing accounting activities within the Financial and Business Services Division of the Harris County Resources for Children and Adults (HCRCA) department. This position provides technical and analytical support to various divisions to enhance the department’s overall financial operations, ensure fiscal stability, optimize resource allocation, and promote the most effective use of available resources.


Duties & Responsibilities:

  • Review and approve purchase requisitions for HCRCA, ensuring proper coding, budget availability, and compliance with County Purchasing guidelines.

  • Submit transactions to the Purchasing Department and regularly audit financial reports to verify successful processing.

  • Manage the HCRCA Gift Card Program by ensuring staff follow internal controls and County guidelines.

  • Provide guidance on purchasing and receiving gift cards, oversee acquisition, storage, usage, and tracking across programs, and perform ongoing record reconciliation and audits.

  • Guide, authorize, review, and approve the use of HCRCA credit cards (P-cards), ensuring adherence to regulatory and County Purchasing guidelines.

  • Complete specialized training to stay current on policies.

  • Verify required authorizations and supporting documentation for all expenses and approve transactions following cardholder reconciliation.

  • Oversee HCRCA’s petty cash funds to ensure compliance with County cash handling guidelines.

  • Manage custodian assignments as staff roles change, provide guidance on allowable uses, and conduct periodic on-site audits.

  • Prepare and submit the annual Cost Report for the Harris County Youth Shelter to Texas Health & Human Services.

  • Complete required certification training for the 24-RCC Cost Report.

  • Collect and analyze financial data from relevant departments to accurately document the shelter’s operating costs.

  • Assist with purchasing activities, including managing the Amazon Business account by adding staff users, creating purchase orders, and setting spending limits, as well as overseeing the Xerox copier lease and similar contracts.

  • Serve as liaison with the HC Purchasing Department to verify vendor services.

  • Apply creative problem-solving and advanced Microsoft Excel skills to improve processes and streamline workflows.

  • Create and troubleshoot PDF forms as needed, take initiative to find solutions, and support all team-building efforts.

  • Serve as a liaison with County staff, vendors, and others in accounting and purchasing. Build collaborative relationships to support HCRCA programs and clearly communicate County policies to ensure efficient task completion.

  • Maintains accurate financial records, prepares detailed reports, and conducts financial analysis with a high degree of independence and accountability.

Requirements

Education:

  • Bachelor’s degree in Business, Administration, Accounting or Finance from an accredited college or university.

Experience:

  • Minimum of two (2) years of full-time paid work experience in accounting.

  • Training and experience using a personal computer with a variety of software such as Microsoft Word, Excell, and PowerPoint.

Licensure:

  • Reliable transportation with a valid driver’s license (Texas) and auto liability insurance.

Knowledge, Skills & Abilities:

  • Strong knowledge and understanding of accounting principles and practices (GAAP) and governmental accounting standards (GAAS).

  • Strong knowledge of accounting with strong analytical skills

  • Ability to interact and work effectively with colleagues and staff at all levels of the organization, as well as County personnel and (internal and external) stakeholders.

  • Excellent communication skills, including presentation, grammar, and writing skills, with the ability to present complex information clearly and effectively.

  • Demonstrates a strong analytical skill set, keen attention to detail, and resourcefulness in identifying, prioritizing, and resolving complex problems.

  • Outstanding organizational skills to competently manage multiple tasks/initiatives.

  • Ability to work independently, quickly, flexibly, and accurately to meet deadlines.

  • Ability to interact and maintain professional working relationships with individuals from diverse social and cultural backgrounds.

  • Maintains a high level of confidentiality in handling sensitive financial information and confidential matters.

Salary:

  • Commensurate with experience.

  • Based on 26 Pay Periods

  • Mileage Reimbursement
